Passport Services

All U.S. citizens, including those who also hold another country’s passport, are required by law to travel to and from the United States with valid U.S. passports. This applies to children as well as adults.

Please follow the instructions for passport renewal from this website. The instructions attached to the passport application forms are for citizens applying from within the U.S.  Processing time for passports is approximately 3-4 weeks.

Currently, all payments must be made at the Embassy.

You must appear personally at the Embassy if you:

  • Are applying for your first passport
  • Are replacing a lost or stolen passport
  • Your last passport was issued before you were 16 years old
  • It has been more than 15 years since your last passport was issued
  • You are applying for an emergency passport for immediate travel.
  • You are applying for a child under the age of 16.

If you are coming to the Embassy to apply for a passport and do not fit any of the criteria above you may use the DS-82 passport application.

Bring the following items to your appointment:

  • Completed application form DS-11. Please do not sign.
  • Proof of Identity such as previous valid passport, valid foreign passport, driver’s license, U.S. government issued I.D. Norwegian bank card is not valid I.D. for this purpose(original and one copy).
  • Proof of Citizenship such as previous passport, Original U.S. birth certificate, Consular Report of Birth Abroad, or Certificate of Naturalization (original and one copy).
  • Proper size/type of photo 
  • Consular fee in cash or credit card payment for adults and children over 16.
  • For children under 16, please see specific requirements listed under the “Children Under 16” tab below.
  • To receive your passport by mail, send a self-addressed, stamped envelope (C5) with NOK 155 in stamps (per application) so your passport can be sent back via registered mail.
  • Social Security Number. This is required when you apply for a U.S. passport. You can apply for a Social Security Number while you are at the embassy, or contact the Social Security Administration Federal Benefits Unit.

Please note:

  • SmartPost envelopes and pre-paid envelopes are not accepted.
  • Do not tape the stamps on the envelope as they will not be accepted by the post office.
  • We are only able to send passports with registered mail to addresses in Norway.
  • Processing time for passports is approximately 3-4 weeks.

You may renew your passport by mail or by visiting the Embassy if your last passport:

  • Is undamaged and can be submitted with your application;
  • Was issued when you were age 16 or older, and;
  • Was issued within the last 15 years.

How to Renew your passport by mail – Please submit:

  • Completed application form (DS-82) sign and date;
  • Previous U.S. passport;
  • 1 Photo. Size requirements.

If your child is under the age of 16 they must appear at the Embassy with at least one parent. The two-parent consent requirement applies to all children under the age of 16. If one parent cannot come to the Embassy with the family then that parent must complete and have notarized by a Norwegian Lensmann, Sorenskriver, or Notarius Publicus, the consent form DS-3053 (PDF 76 KB). This cannot be done by the police. In cases where one parent has sole custody, or if there are other reasons that the second parent cannot sign, appropriate legal documents must be submitted.

If your last passport has been lost or stolen you should report it to the police and obtain a police report. To apply for a new passport you must book an appointment and come to the Embassy. Please read this important security information before your visit.

Please bring the following to your appointment:

  • Completed application form DS-11.

  • Completed Statement regarding the passport loss DS-64.
  • Proof of Identity such as previous passport, valid foreign passport, driver’s license, U.S. government issued I.D. (original and two copies).
  • Proof of Citizenship such as previous passport, birth certificate from U.S., Consular Report of Birth Abroad, Certificate of Naturalization (original and two copies).
  • An original birth certificate or Consular Report of Birth Abroad, when applying for a child’s passport (original and two copies).
  • A police report

Current regulations reflect the long standing policy of the Department of State that no person should be in possession of more than one valid, or potentially valid, passport at any one time unless under circumstances specifically authorized by the Secretary of State.

The issuance of a second, concurrently valid passport should be considered an exception to the regulations and is to be approved on an individual basis only where justified.

The validity of regular American passport is 10 years. The second concurrently valid passport will be limited in validity for two (2) years. This passport is not extendable.

To apply for a second passport, follow all of the standard instructions for applying for a passport. In addition, you must submit your current passport along with a signed statement indicating the reason a second passport is required.

The processing time for passports is approximately 3-4 weeks.

Beginning January 1, 2016, posts and domestic passport agencies/centers may not accept any new requests for extra pages from the public.

An emergency passport is issued locally and normally takes a few days to process. It is normally only valid for three months and cannot be extended.

The application process and fee is the same as if you were applying for a regular passport.

When you receive your emergency passport, you will also receive a letter that explains how to obtain a regular passport after returning from your urgent travel.

If you re-apply for a full validity passport within 1 year of the issue date of the emergency passport, the fee will be waived for the full validity passport.

If you wish to change the information in your passport due to a marriage, divorce, or other similar circumstance, you will need to apply for a new passport. If your current passport was issued less than 1 year ago, the fee is waived. If your passport was issued over a year ago, the applicable passport fees apply. See instructions below for both cases.

If your current passport was issued less than 1 year ago, please submit;

  • Current passport
  • A completed form DS-5504. Please note that it is not possible to submit this form electronically.
  • 1 Photo. Size requirements.
  • Original name change document, showing both former and new name, such as a marriage certificate, divorce decree, or name change document (navnemelding) from the Folkeregisteret. Original documents will be returned.
  • Self-addressed envelope with stamps for NOK 155.
  • Social Security Number. This is required when you apply for a U.S. passport. You can apply for a Social Security Number while you are at the embassy, or contact the Social Security Administration Federal Benefits Unit.

If your current passport was issued more than 1 year ago, please submit;

  • Please use the DS-82 application and submit a copy of evidence of your name change, such as a marriage certificate, divorce decree, or Name change document issued from the Norwegian authorities (navnemelding). Follow all the other requirements for passport renewal as described above.

You will also need to change your name with the Social Security Administration. Please include Form SS-5 (PDF 132 KB) with your application for a new passport.

The U.S. Passport Card can be used to enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry and is more convenient and less expensive than a passport book. The passport card cannot be used for international travel by air.

To apply for the passport card complete the applicable passport application and tick the passport card box at the top of the form. Send or bring the completed application to the Embassy for processing. If you need to apply for this service in person please make an appointment and read the security information before your visit.

Please note that passport cards are received about three weeks after the passport book. Therefore, we recommend providing two self addressed envelopes with 155 NOK in stamps when applying for a passport book and passport card.
