Notary Services at the U.S. Embassy

Before you make an appointment for notary services, please review the information below to make sure that we are able to notarize your type of document. Also, review your document to determine where it needs to be signed by you and the notary.

Consular officers act as notaries for U.S. citizens and for non-U.S. citizens with documents to be used in the United States. Each notarial service is by appointment only.  Please take the time to read the following useful tips for those using the service.  

  • The fee is $50 per notarial signature, payment can be made in cash or by credit card. Personal checks are not accepted.
  • You will need valid identification such as valid passport or drivers license.
  • Your name must be spelled correctly in the document(s) and your name must match the identification that you are presenting.
  • Please review your document/s and identify all places where the notary needs to sign. Mark these with a paperclip or other.
  • If you are signing as an officer of a corporation you must also provide adequate proof of your corporate identity.
  • You need to schedule an appointment for this service.
  • If your document has a space for witness signatures, you must provide witnesses in order to complete the notary service.  Embassy staff cannot serve as witnesses, and we are not able to notarize a document requiring witness signatures without that section completed.
  • If more than one person needs to attend the appointment, you must send us an email at osloacs@state.gov listing your name, the date of your appointment and the complete names of who will be attending the appointment or they will not be allowed in and you will have to reschedule your appointment.

Online Notaries

A growing number of states accept documents notarized online, making it a convenient and efficient option. If you need documentation notarized for use in the United States, we strongly suggest that you research whether the state in which your documents will be filed accepts documents notarized remotely.

Documents We Notarize

Marriage Affidavit

A marriage affidavit is your own sworn statement that you are eligible to be married. You must be present at the Embassy to sign in front of the notary and you need to book an appointment for this service. Bring your valid U.S. passport. The $50 fee is payable in cash or by credit card.

Certified copies for ITIN Tax Application

In connection with an Individual Taxpayer Identification Number (ITIN) for the IRS, a certified copy of your passport is required. The Embassy may issue a certified copy of your passport in person at the Embassy, please make an appointment. The fee is $50, payable in cash or credit card. Personal checks are not acceptable. You must bring your passport to the Embassy for your appointment.

Verification of Norwegian Officials

The consular officer may place a seal over, or verify, the seal of a foreign authority whose seal is on file with the American Embassy. Your document needs to have been signed by a local Notary Public (Notarius Publicus), City Judge (Tingrett), District Judge (Sorenskriver) or Sheriff (Lensmann). Documents stamped by the police department may not be verified.

Verification of Translations

The consular officer may verify the stamp and signature of a translation for translator who is registered as such with the Norwegian government and whose signature is on file with the Embassy.  Search translatorportalen.com for registered government-authorized translators. Once you have your document translated, you may follow the instructions for verification by mail, or schedule a notarial appointment to come to the Embassy in person.

U.S. Savings Bonds

U.S. Savings Bonds cannot be presented for immediate payment while the owner is abroad.  The owner must execute a request for payment in the presence of a qualified witnessing official and then mail the bonds to an appropriate authority in the United States. A dollar check will then be mailed to the owner of the bonds. You can execute a request for payment at the Embassy, by appointment only. You will need an appointment for this service. You must present a passport as proof of identification.  If the name in your passport differs from that on the bond, you must present evidence of a name change, such as a marriage certificate.

You can execute FORM PD 1522 (4-page PDF 157 KB) in the presence of any solicitor or notary public.  After your signature has been witnessed, the bonds should be forwarded for payment to the United States.  It can take up to three months for receipt of payment.  Send the signed and certified bonds to either of these addresses:

Documents We Do Not Notarize

Apostille

An apostille is a validation stamp ensuring that a particular document is recognized in countries outside its origin. The stamp must be issued by the authority which issued the original document.  If you have a U.S. document which needs an apostille, you must contact The Secretary of State in the State where the document was issued. Authorities and procedures for obtaining an apostille is found through the National Association of State Secretaries’ website.

If you have a Norwegian document which should be used in the United States, you should obtain an apostille from the County Governor (Fylkesmannen)                     .

The Embassy is not authorized to provide apostilles or assisting in obtaining them.

Authentifications

The service of authentication is generally referred to as issuing a verification stamp on documents in the same ways as an apostille, when the document is to be used in a country which has not signed on for the Hague Convention Abolishing the Requirement for Legalization of Foreign Public Documents. As with requests for apostilles, authentications of such documents should be referred to the authority which issued the document.

Certified Copy

The embassy does not authenticate or make certified copies of criminal records checks, diplomas or transcripts, copies of vital records or medallion signatures.

The Embassy does not provide certified copies of official documents issued in the U.S.
