Secretary of State Antony Blinken announced on June 1, 2023, that the U.S. Embassy in Oslo will in 2023 open an American Presence Post in Tromsø.
The date for the official opening of the office will be announced later this year.
The office in Tromsø will further contribute to the close cooperation between the United States and Norway on our shared stewardship of the vitally important Arctic region.
We are proud that this office will be the northernmost U.S. diplomatic office in the world, the only one above the Arctic Circle.

What is the purpose of the office?
The office in Tromsø will further contribute to the close cooperation between the United States and Norway on responsible stewardship of the Arctic region. The office will be part of the United States’ long-standing commitment to an Arctic region that is peaceful, stable, prosperous, and cooperative. The process of establishing a U.S. diplomatic presence in Tromsø started several years ago.

The official date for the opening will be announced later this year.

The office will be located at the Fram Center in Tromsø.
What will staff at the office in Tromsø be doing?
The office will seek to facilitate cooperation on research and foster an exchange of ideas on the sustainable development of the Arctic region. As an Arctic nation, the United States recognizes the importance of science-based diplomacy to collectively tackle challenges in the region alongside our allies and partners. The office will also strengthen and build on existing political, economic, scientific, and cultural partnerships across Norway’s High North. This office will collaborate closely with our Embassy in Oslo, as well as neighboring U.S. Embassies in the region with Arctic interests.
Did the U.S. have an office in Tromsø in the past?
Yes, there was a U.S. diplomatic office in Tromsø which closed for budgetary reasons in 1994. Our efforts to open an office in Tromsø underscore the importance of the U.S.-Norway bilateral relationship and the significance we place on the Arctic region as a whole.
Will there be a large American presence?
The office will be small.

Will the new Ambassador At Large for the Arctic nominee be present in Tromsø when the position is confirmed? No, that position will be based in Washington, D.C., and part of the United States’ long-standing commitment to an Arctic region that is peaceful, stable, prosperous, and cooperative.

Will American citizens be able to access passport, Consular Report of Birth Abroad (CRBA) or other American Citizen Services at the Presence Post in Tromsø? No. The Consular Section at the Embassy in Oslo will continue to provide comprehensive services for U.S. citizens in Norway.
